OpenAI Says It Made Over 200 Law Enforcement Referrals in Q3 2026 and Plans to Let ChatGPT End Chats That Fixate on Violence, Company Post Says

Summary
OpenAI's October 30, 2026 post says it made over 200 law enforcement referrals in Q3 2026 and describes new ChatGPT limits on violence and weapons information, to begin rolling out in the next few weeks. The referral figure is OpenAI's own claim.
OpenAI published a post on October 30, 2026 that announces a Community Safety Report and further restrictions on how ChatGPT answers questions about violence and weapons. The post says OpenAI "made over 200 law enforcement referrals in Q3 2026." That figure is OpenAI's own claim, and the post gives no breakdown of it. The post says the safeguards it describes "will begin rolling out in the next few weeks." This post relies on OpenAI's page alone.
What OpenAI says it is changing
Past mass attacks. OpenAI says it is placing additional restrictions on how ChatGPT responds to questions about past mass attacks and the people who carried them out, with less detailed information even if it is available from other online sources. It says it is restricting reconstructions of past mass attacks, including details about the weapons and equipment used and how they were obtained, and detailed comparisons on scale of harm. The post says these limits apply regardless of a user's age or reason for asking.
Warning signs in recent chats. The post says that when recent chats show warning signs of possible violence, ChatGPT will respond more conservatively when sharing information that could be misused. It adds that OpenAI is "working to apply those stricter limits when we predict someone is under 18, even if their chats show no signs of violent intent."
Ending chats. OpenAI says it is working with mental health and violence prevention experts on additional, automated ways to intervene earlier. When a conversation shows signs that someone is fixating on violence or the idea of seriously harming another person, the post says ChatGPT "will be able to automatically end the chat." If ChatGPT ends multiple chats for that reason, OpenAI says it "may temporarily pause the account." The post also says OpenAI bans accounts that it determines have violated its policies on violent activity.
Teens. OpenAI says it is placing further limits on weapons-related information that teens can receive in ChatGPT, including practical information about weapons and security systems that could be misused, even when there is no sign of violent intent. It says teens can still use ChatGPT to help prevent and de-escalate violence, seek support, and connect with a trusted adult.
Age prediction and parents. The post says OpenAI launched age prediction last year and strengthened it to assess new signals and move teens into the under 18 experience when appropriate. Users placed there incorrectly can confirm they are adults through Persona, OpenAI's age verification partner. Parental controls let parents link accounts, and linked accounts include safety alerts. In July, OpenAI expanded those alerts to notify parents if a teen's account has been deactivated for violating its usage policies on violence. For pauses, the post says only "We are working to introduce notifications for parents if we pause their teen's account for repeatedly discussing violence."
The report
OpenAI says its first Community Safety Report will be published in early 2027, covering the second half of 2026, with updates every six months. The post says the report will explain how OpenAI trains its systems to detect, investigate and respond to community safety issues, share anonymized examples, and include relevant data. The page's introduction calls it a Community Safeguards Report, while the section heading and commitment call it a Community Safety Report. No report has been published yet.
What the page leaves open
- The referral figure. The post gives no breakdown of the over 200 referrals by outcome or place, no figure for an earlier quarter, and no way to check the number independently. It links two news items as examples of referrals making a difference. We did not review them.
- Timing. The post says the safeguards will begin rolling out in the next few weeks and gives no date for any single one. Age prediction and the July alert expansion are described as already in place. The parent notification for paused accounts is described only as something OpenAI is working to introduce.
- Warning signs. The post does not define warning signs. It says OpenAI continues to work on "how to recognize warning signs reliably and determine when and how to intervene."
- Age prediction. The post gives no figures on how many users are placed in the under 18 experience incorrectly.
- Counts. The post gives no number of chats ended, accounts banned or accounts paused.
- Testing. We did not test how ChatGPT behaves under any of these rules, so nothing here says whether they work as described.
